Quebec is a separate regime, not a province of the same one

PIPEDA applies federally, and Quebec's Law 25 applies additionally within Quebec with materially stricter requirements around consent, transparency and automated processing.

What this changes for scope

  • A single national compliance position is not enough. Scope has to state how Quebec-sourced data is handled specifically.
  • Consent expectations differ, which is why our personal-data exclusions matter more here than in a single-regime market.
  • Transparency requirements are stronger, so the written methodology document per source is not just good practice here.
  • Some provinces have their own sector legislation for health and public bodies, which we exclude from scope regardless.

  • Counted separately, the same product appears twice, inflating competitor counts and skewing price distributions — the same failure we handle for Arabic and English on Noon.
  • Quebec assortment can genuinely differ, so a missing product is sometimes a real range difference rather than a naming mismatch.

We link English and French listings to a canonical identity with a confidence score, and where confidence is low we report them separately with the possible link flagged. That distinction matters here specifically because a genuine Quebec range difference and a naming mismatch look identical until you separate them.

We also retain the published name in both languages rather than picking one, so anyone reviewing the data can see what was actually on the page.
