Web Scraping Services in Saudi Arabia

Managed collection for Saudi teams, with SDAIA PDPL handling and near-identical working hours.

Actowiz Solutions provides managed web scraping services to businesses in Saudi Arabia across retail and marketplace, quick commerce, food delivery, property, telecom and government procurement sources. Engagements are scoped under the Saudi Personal Data Protection Law administered by SDAIA.

Saudi Arabia is growing faster than its data infrastructure. Retail, delivery and property are expanding rapidly while structured competitive data remains scarce — and localisation requirements mean the contracting conversation deserves as much attention as the technical one.

Free pilot on your own sources, returned in 24 hours. No card, no trial clock — and you keep the sample data either way.

Where we are

Actowiz Solutions operates from Albany, New York and our development hub in Ahmedabad, India. We do not have a Saudi entity and will not claim one.

SAR or USD invoicing is available and the DPA is aligned to PDPL requirements. Working hours overlap the Kingdom's day almost fully — 2.5 hours' difference.

If a localisation requirement mandates a Saudi-established supplier, we would rather identify that in the first conversation than at contract stage.

Most requested services in Saudi Arabia

Ranked by how often Saudi Arabia clients ask for them, with the market reason behind each.

  1. Ecommerce data scraping →

Fast-growing marketplace retail on Noon, Amazon.sa and local players, with limited existing price transparency to build on.

  2. Food data scraping →

HungerStation, Jahez and Talabat compete intensely on fees and promotions, and the same store prices differently on each.

  3. Government tender data →

Etimad and large infrastructure programmes make procurement monitoring unusually valuable, with improving publication discipline.

  4. Grocery data scraping →

Panda, Danube, Tamimi and Carrefour compete across formats with rapid range expansion and frequent promotional activity.

These are the most common starting points, not a limit. All services are available in Saudi Arabia.

Cross-border data transfer, and why we raise it before you ask

Saudi PDPL includes conditions on transferring personal data outside the Kingdom. Since we operate from India, this is a question your legal team will raise, and we would rather address it in the first conversation than the last.

How it usually resolves

  • Most of our scope contains no personal data. Retail pricing, availability, assortment, menu items, property attributes and tender notices are business information, not personal data, so transfer conditions largely do not engage.
  • Where personal data would be involved, we usually exclude it anyway. No personal data resale, no patient data, no reviewer profiles, no named individual contacts from tender notices.
  • B2B contact data is the exception worth scoping carefully. If in scope, it needs a documented lawful basis and an explicit transfer assessment, and we will scope it deliberately rather than treating it as routine.
  • The methodology document is the artefact. It names every source and field, so your legal team can assess transfer implications field by field rather than for the engagement as a whole.

We are not Saudi-qualified counsel and will not present this as legal advice. What we can do is scope precisely enough that your counsel's assessment is straightforward, and remove personal data from scope wherever it is not essential — which is nearly always.

Building competitive visibility in a fast-moving market

Saudi retail and delivery are expanding quickly enough that competitive baselines go stale faster than in mature markets. New stores open, platforms add categories, and assortments shift within quarters rather than years.

What that implies for engagement design

  • Source lists need revisiting. A source set fixed at contract signature will be incomplete within months. Adding sources is handled inside the retainer for exactly this reason.
  • Coverage claims should be recent. Any vendor quoting store or SKU counts from a year-old assessment is quoting a number that has moved.
  • Baseline plus alerting, not alerting alone. Early months are worth more as a baseline; alerting becomes useful once normal is established.
  • Arabic and English listings coexist. The same product listed in Arabic on one source and English on another is a frequent duplicate-record trap.

We scope smaller and expand faster here than in mature markets, and we re-assess source coverage as part of the ongoing engagement rather than treating the original scope as fixed.

The 24-hour sample — run on your sources, not ours

Before you commit to anything, we run collection against your own Saudi Arabia sources and send you the output. If the coverage is not there, the sample shows you that too — which is the point of running it first.

  • Real extraction from your actual sources
  • Returned inside two business days
  • Coverage and QA note included
  • You keep the data either way
  • No card, no trial clock
  • Named engineer on the call

How we engage

Three ways to engage us

Same collection pipeline and QA underneath. The difference is who holds the schedule and how the data reaches you.

Managed service (most common)

We own the collection, the QA and the delivery. You receive clean data on a schedule and never touch a scraper.

  • Dedicated engineer assigned to your account
  • Site changes fixed by us, not reported to you
  • Scheduled delivery to your warehouse or S3
  • Named contact on Slack or email

Best fit: Teams who need the data, not the infrastructure.

API access

The same collection pipeline exposed as an authenticated REST endpoint your systems query directly.

  • On-demand and scheduled endpoints
  • Rate limits agreed to your load profile
  • Sandbox keys for integration testing
  • Versioned schema with deprecation notice

Best fit: Product and engineering teams building on live data.

One-time or project extraction

A defined pull for a specific question — market sizing, diligence, a pitch, a one-off audit.

  • Fixed scope agreed in writing upfront
  • Single delivery with full QA report
  • Methodology documented for your records
  • Converts to managed if you want continuity

Best fit: Research, strategy and diligence work with a deadline.

Pricing

Every engagement is quoted individually, because the honest answer depends on your scope: how many sources, how many records, how often, and how the data reaches you. We scope it with you, run a free pilot on your own sources, and then quote a fixed monthly figure — no per-request metering and no overage billing when volumes move. Request a quote and you will have a number after one call.

Service commitments are identical in every market

Pilot within 24 hours, production live in 5–10 business days, 99.5% on-schedule delivery measured monthly, source breakage triaged the same business day, schema validation plus sampled human QA on every run, a named engineer rather than a ticket queue, and full historical export on request with no exit fee. These are contractual and appear in the engagement document.

FAQ

Web scraping in Saudi Arabia: frequently asked questions

Including the questions about where we are based and how compliance is handled.

No Saudi entity. Actowiz Solutions has offices in Albany, New York and Ahmedabad, India, and we will not claim a Saudi presence we do not have. SAR or USD invoicing is available and the DPA is aligned to PDPL requirements.

If your procurement or a localisation requirement mandates a Saudi-established supplier, that is a legitimate condition and we would rather identify the mismatch in the first conversation.

By scoping so that personal data is largely not in play. Retail pricing, assortment, menu data, property attributes and tender notices are business information rather than personal data, so transfer conditions largely do not engage.

Where personal data would be involved we usually exclude it: no personal data resale, no patient data, no reviewer profiles, no named individuals from tender notices. B2B contact data is the exception worth scoping carefully, with a documented basis and explicit transfer assessment. The methodology document names every field so your counsel can assess precisely.

Noon, Amazon.sa, Jarir and eXtra; HungerStation, Jahez, Talabat and Ninja; Panda, Danube, Tamimi and Carrefour KSA; Aqar and Bayut KSA; STC, Mobily and Zain; Nahdi and Al Dawaa; Etimad and government procurement portals; plus Bayt and regional recruitment sources.

Coverage is built to your list, and we re-assess it during the engagement because this market moves quickly.

Yes. Content is collected in the published language with the original retained, and matching handles items listed in Arabic on one source and English on another — a frequent source of duplicate records in poorly built datasets.

Translation supports filtering and triage; the original text remains authoritative for anything consequential.

It is growing faster than its data infrastructure, which is precisely the argument for measuring now. Most categories have limited existing price transparency, so the first team to measure properly gains a real informational advantage.

Practically, we scope smaller and expand faster here than in mature markets, and treat early months as baseline-building rather than alerting. Source coverage is re-assessed during the engagement rather than fixed at signature.

We collect published tender notices and award notices from Etimad and other government portals, deduplicated, with classification mapping and deadlines reconciled. Large infrastructure programmes make this unusually valuable here.

What we cannot provide is pre-tender intelligence or unpublished authority intentions — those are not public anywhere. See government tender data for what published procurement data does and does not support.
